Before joining APSRC, Hazel served as Coordinator of the Fiscal Distress Unit at the Arkansas Department of Education. Hazel has spent her career, spanning 28 years, in the field of education. She gained invaluable knowledge of school district finance working as a bookkeeper at a couple of different school districts before bringing her wealth of knowledge to the ADE. At the ADE, Hazel worked with state department staff and administrators, school district bookkeepers and superintendents, legislators, education service cooperatives, and others. She served on the Loan Committee, Qualified Zone Academy Bond Committee, represented the ADE at the legislative audit committee meetings, served as the ADE liaison to the Arkansas Rural Education Association, and attended conferences and committee meetings too numerous to list. She earned and has maintained her Arkansas School Business Official certification. She has written multiple training manuals, created and implemented innovative procedures for analyzing district finances, has served on the ADE TIER I training committee and drafted TIER I training materials, and has conducted training classes across the state for TIER I, CASBO, and school boards. In her role at the ADE, she reviewed school district and open-enrollment charter school debt requests, presented materials to the Arkansas State Board of Education and to several different legislative committees, reviewed school district and open-enrollment charter school audit reports and budgets, and mentored new staff members.
