The Second Extraordinary Session has officially ended following the vote to adjourn sine die by both the Senate and the House following the completion of all items on the Governor’s call.
Arkansas Senate
The Senate passed budget bill HB1002 (Shepherd) – To Transfer Funds to the Restricted Reserve Fund, General Revenue Allotment Reserve Fund and Economic Development Incentive Quick Action Closing Fund; and to Declare an Emergency with 33 yeas and 0 nays.
The Senate passed the following bills:
- HB1001 (Maddox) – To Amend the State Income Tax; to Change the Name and Funding of the Long Term Reserve Fund; and to Declare an Emergency with 29 yeas and 4 nays.
- HB1003 (Slape) – Concerning Security Personnel Employed by the General Assembly; and to Declare an Emergency with 19 yeas and 13 nays. The emergency clause was not adopted. The motion to expunge the vote by which the emergency clause failed passed, and another vote on the emergency clause was cast. The emergency clause was then passed with 24 yeas and 9 nays.
- HB1004 (Dalby) – To Clarify the Applicability of the Uniform Limited Liability Company Act; to Confirm and Retain the Limited Liability Status and Limited Liability Protection of Certain Limited Liability Companies; and to Declare an Emergency with 32 yeas and 0 nays.
- HB1005 (Payton) – To Repeal the Law Concerning Pharmaceutical Discounts for Insulin; and to Declare an Emergency with 33 yeas and 0 nays.
- HB1006 (Jett) – To Amend the Law Concerning the Initial Appointments to the Tax Appeals Commission; and to Declare an Emergency with 33 yeas and 0 nays.
- HB1007 (Jett) – To Amend the Income Tax Credit for Waste Reduction, Reuse, or Recycling Equipment with 33 yeas and 0 nays.
Following the completion of the Governor’s call, Sen. Jason Rapert made a motion to extend the session for a period to not exceed 15 days in order to create the Arkansas Human Heartbeat and Human Life Civil Justice Act. Senator Jimmy Hickey then made a substitute motion to adjourn the extraordinary session and then bring together the committee of the whole to address the remaining resolutions on the calendar. The substitute passed with 23 yeas and 12 nays and the Senate has adjourned sine die.

Arkansas House of Representatives
The House of Representatives adopted the following resolutions:
- HR1002 (Carr) – To Congratulate the Rogers Mounties Baseball Team on Winning the 2021 Class 6A State Championship was adopted on a voice vote.
- HR1003 (L. Fite) – To Congratulate the Bryant Hornets High School Football Team on Winning the 2021 Class 7A State Championship was adopted on a voice vote.
- HR1007 (Barker) – To Congratulate the Strong Bulldogs Football Team on Winning the 2021 Class 2A 8-Man State Championship was adopted on a voice vote.
